Windsurfing & Stand-Up Paddleboarding in Michigan

What Happened to Windsurfing on Lake Michigan!!! ???

I'm looking for some advice here ....

Just moved back to the Midwest from Oregon.  Was surprised that I couldn't find a SINGLE CITY on the lower half of lake Michigan that has on-beach windsurf rentals!  The city of Chicago seems to have all but outlawed the activity as well as swimming in anything except bathtub conditions. 

Then I took a trip up the Lake Michigan East Coast and was disappointed to find .... nothing.  At best there are a few places you could rent jet ski's.

Did I miss somthing?   Did the lawyers and insurance companies squeeze this sport so much? Are the winds so sucky that no windsurfing/kiteboarding business can survive?

My windsurfers are still in storage and I'm thinking of taking up other sports due to lack of opportunity.
